Heather was born to Paul Williams and April Stevens. After parenthood proved to be too much for a young Paul, he handed over all parental rights to April. Therefore, Heather left Genoa City with her mother as a baby and was raised without her father. She was abused by her stepfather.
Heather has come back to Genoa City and tried to confront her father regarding his absenteeism in her life, and re-establish a relationship with him.
She once unsuccessfully tried to convict Victor Newman of murder, and was engaged to his estranged son, Adam Wilson. Heather broke it off with Adam when she learned he had seduced Rafe. She has been single since then, but had a one-night stand with Billy Abbott.
Heather got involved in a drug case while she was A.D.A. During the case she fell for Chance and slept with him, even though he was engaged to Chloe. After Chance was 'killed', she lost her job when she took campaign money from Victor. Heather became fond of Ronan and found out he had a serious health condition. They end up sleeping together. She told Nina he was dying against his wishes, and shortly after, learned that Chance was alive and in witness protection.
Heather left Genoa City after a scandal involving pictures taken of her and Adam surfaced. They had been taken by her half-brother Ricky. Heather recently returned to town after Michael Baldwin became D.A. and asked her to take on the position of Assistant D.A. again. She kicked Ricky out of her apartment, and may be in danger from the sociopath.

At Crimson Lights, Michael wishes to Lauren that Paul's case could be dismissed like Phyllis'. Heather appears and requests a leave of absence to go with Christine and clear her dad. She says she'll understand if Michael fires her. Michael admits to Lauren he understands Heather's position.
Christine tells Paul at the Club that she believes the video of Ricky murdering Rachel exists and she'll find it. Heather arrives and tells Paul and Christine that she's going with her. Michael and Lauren arrive and endorse the plan - Heather's job will be waiting. Nearby, Genevieve asks Tucker to help her find Colin. Ronan appears. Gen tells Ronan to find Colin and he'll find the answers to his case. He says there was a body found. Gen insists she's being framed. Ronan warns her not to leave the Club. Gen reconvenes with Tucker who says he can't afford to rumble with the law right now - or her psycho ex. Gen pleads. He refuses, but returns later with a big wad of cash and tells her to go and not look back. They share a heartfelt goodbye. In the dining room, Paul admits to Lauren that he's falling for Chris again.
Paul, Heather, and Christine arrive at Crimson Lights to meet Eden, who says she's remembering more about the night Ricky died. She describes another dream. Heather and Christine say they could be accused of planting memories at this point - anything she remembers may not help. Michael appears and reminds Heather she's the assistant D.A. - what she's doing is a bad idea. Heather won't stop talking to her father. They rejoin the others and Michael says the judge granted a continuance. Chris takes a call from Danny. Later, Michael tells Paul that he and Heather shouldn't be seen talking to him. Michael admits he's thinking about quitting. Paul encourages him not to. Christine complains that he's pursuing Paul's case. Michael suggests she spend time helping Paul find evidence instead of suing Phyllis. Later, Christine tells Paul she's going to California to look for the video and clear his name. She squeezes his hand.
