Where is Justin's mother?

It was a real surprise to me that the little snot Justin was the son of the big snot Mayor Lowell. To answer bonairebound's question, his mother is probably either (a) as beat down as he appeared to be; (b) a substance abuser as a result of the physical/emotional abuse suffered at the hands of Mayor Muck-Up, (c) dead (murdered or suicide); or (d) all three.
