    Mayor Finn enters Bo's office, furious that the charges were dropped against Todd. They argue over the case, which ends in the mayor firing Bo. He wishes her good luck in explaining to the public why she fired him and warns it won't be good for her mayoral campaign. She realizes Bo's right and rehires him. Mayor Finn warns if he doesn't find Victor's murderer soon, he'll be fired for good.

    In Bo's office, Nora thinks she can tell if Todd's lying and asks if he killed Victor. "I'm innocent," Todd says, thinking back to shooting Victor. "I didn't kill my brother." Nora admits she started feeling sorry for 'Todd Manning' over the last eight years. But the man standing before her is the same man who terrorized her in the beach house. Nora drops the murder charge but holds Todd for escaping police custody. Blair and Jack appear. Todd and Jack lock gazes. Jack admits he doesn't remember Todd hitting him. Todd thanks Jack, who vows to make Todd pay for killing his father. Jack makes a formal statement and denies seeing Todd at the Manning Estate.

    Bo and Nora discuss Todd in his office. Bo admits Todd's different. Nora still doesn't trust him. Since they don't have evidence to tie Todd to Victor's murder, Bo warns, "You're going to have to cut Todd loose." Bo admits they didn't find the gun when they dragged the river. Nora's not surprised it wasn't where Todd said it was. She hears Tea's bringing Todd in tonight. They joke about the mayor firing Bo over the case. Nora doesn't think it would happy though, considering the mayor has a thing for Bo. Later, Tea appears with Todd and demands the charges be dropped. Nora orders Todd to look her in the eye and tell her he didn't kill Victor.

    In his office, Tea assures Bo Todd will turn himself in once the murder charge is dropped. Bo reminds Tea that Todd had motive to kill Victor. He points to Shaun's phone, containing Victor's voicemail. She begs to hear it. Bo reluctantly hands Tea the phone then gives her a minute alone. Tea listens to Victor being shot. Bo returns. Tea claims Todd didn't kill Victor. Bo agrees to talk to Nora but hopes Tea isn't putting her faith in the wrong person.

    In Bo's office, Blair wonders what he intends to do about what Shane did. Bo explains that Shane was looking for a confession and admitted he knocked Jack out the night of Victor's murder. He took Jack to the hospital. Blair's comforted that Shane's confession will clear Todd of knocking Jack out. Bo agrees it would if Todd wasn't hiding out, where only his closest friends would know. The mayor won't release Starr until Todd's brought in. Bo suggests 'someone' tell Todd to turn himself in. Blair wants Shane charged. Bo reminds her of the charges Jack will face if she pushes this. If Jack recants his statement, he won't suffer any consequences. Blair just wants to do right by her son. Bo understands.

    Tea goes to Bo's office. Todd's ready to turn himself in, but Tea wants something in return.

    Jack tries to leave the cemetery. Shane won't let him and demands Jack tell him what he did to Gigi. Jack refuses and taunts, "I bet that gun isn't even loaded." Shane fires the gun. Jack thinks he's shot, but the dampness isn't blood. He peed his pants. Just as Jack starts to fess up, Rex and Bo appear. Rex is able to get Shane to drop the gun. Bo picks it up, as Shane falls into Rex's arms.

    At the station, over talk of Victor's murder Brody admits if someone had kept him from his kids he would haveā€¦ Natalie wonders if Brody would have killed over it. She brings up the lack of evidence against Todd and wonders who else could've killed Victor. Brody thinks back to Vimal asking if he killed Victor. Bo and Rex appear with Shane and Jack. Bo hands the gun over to Brody for testing. It could be the murder weapon. After Bo heads into his office, Jack and Brody bicker. Jack insists all cops are corrupt. Inside Bo's office, Shane confesses... He took the gun the night of Victor's murder. Shane wanted to make Victor and Jack pay. He knocked Jack out and was standing over Jack with the gun. "I couldn't do it," Shane explains and denies killing Victor. He got worried when Jack wouldn't wake up and dropped him off at the hospital. "He killed my mom, and I save his life," Shane says. He put the gun back in the safe and went to bed. Bo recalls the weapon had been fired. Shane took a practice shot before he went to Jack's. Outside, John arrives and gets brought up to speed. The results from the gun are in. Natalie opens Bo's door and tells everyone the gun wasn't used to kill Victor. Bo scolds Jack for his lies and orders Brody to take him home. Brody listens as Bo tells John, "We're back to square one. Anybody could've done it."

    At Capricorn, Aubrey tells Bo that Cutter lied. He told her he turned the gun over to the cops. "It was Rex Balsom's," Aubrey admits and explains how she and Cutter found the 9mm. She thinks Cutter still has it and plans to use it to blackmail Roxy or Rex. Maybe Echo and Roxy hid the gun to protect Rex. Aubrey doesn't know where Cutter is, but she can bet he's working on a new scam. Later, Shaun joins Aubrey. They talk about her breakup and toast to Aubrey's fresh start.

    At the Buchanan Mansion, Rex watches Echo panic over the missing gun and asks, "I thought you got rid of it?" Echo explains what happened and how she hid the gun. Who could've taken it? They realize it must've been Shane. When they can't find Shane, Rex wonders if his son killed Victor. Rex thinks maybe Shane took the gun to finish the job by killing Jack. Rex rushes toward the door and finds Bo on the other side. They got a lead on the gun that killed Victor. It was Rex's. Rex confesses. Echo cries that Rex's confession won't help 'him'. Bo puts two and two together and whispers, "Tell me about your son." Rex admits Shane took the gun. He wonders what Bo will do if Shane killed Victor?
