Lucy Coe arrived in Port Charles in 1986 as a librarian involved with Kevin O'Connor. She later had an affair with Bobbie Spencer's then-husband Jake Meyer, then married Tony Jones. After Tony, she married Alan Quartermaine wearing a red dress. While married to Alan, she had an affair with Scott Baldwin, but ended up leaving town with Greg Bennett.
When she returned to town, Scott had fallen in love with Dominique Taub who was dying from brain cancer. Lucy agreed to be the surrogate mother for their child and gave birth to Serena. She then met psychiatrist Kevin Collins and they found love. She was briefly married to Rex Stanton in order to keep an eye on Serena but stood by Kevin during his mental breakdown and afterwards the couple planned to marry until she indirectly caused Serena’s blindness.
In time, Lucy and Kevin found their way back to one another, even battling vampires together. Lucy left Port Charles for several years but returned when Felix DuBois and Sabrina Santiago asked her to underwrite the Nurses’ Ball. Her funds were frozen but Lucy learned her ELQ voting share was valuable in a battle for power between Tracy and A.J. Quartermaine. Right after Lucy was named Co-CEO of ELQ she stabbed John McBain, thinking he was a vampire. Lucy maintained that John was Caleb even after crimes were committed while John was in jail. Later, John and Lucy were able to saved Sam from Caleb and she put an end to her slaying days.

Duke wanders into the Metro Court. He calls to check in with Sonny. Michael pops up with the baby and calls Duke a 'flunky'. They trash each other. Michael reminds him of all that AJ did for him and accuses him of being a hypocrite. Meanwhile, Sabrina walks in. Lucy rushes up to her and starts babbling about the Ball. Sabrina turns down the invitation to perform and points out she no longer works for GH. Since she's still a nurse, Lucy says that's all that counts and badgers her into participating. They notice the argument across the room and interrupt. Michael and Sabrina take off to the bar. They talk about Carlos and she explains she saw him lurking earlier. She suspects that he's in trouble again. Across the room, Lucy and Duke rehash the past year and their break-ups. He thanks her for helping to pick up the pieces of his life. She cares about him a lot but promises to bow out if he thinks he can work things out with Anna. He takes her hand and assures her there is no going back for him and Anna. "But we can move forward, if that's what you'd like," he adds.
In a flashback at the docks, Felicia, her friends and family post her first campaign poster for mayor. In the present, Duke and Lucy look at the poster and think about how hopeful they all were back then. Duke and Lucy lament about the loves they’ve since lost.
Back at Metro Court, Anna prepares to leave when Duke and Lucy arrive. Duke and Sloane have words. Sloane gets a call that the box has been recovered and returned to city hall, so he leaves. Later Anna confronts Duke about his two employees dumping the box into the river. Duke claims innocence and tells Anna she has no proof. Anna marches off and Lucy apologizes to Duke as she stole the box in the first place. Lucy flashes back to stealing the box at the courthouse. The race was being contested over one district that Mayor Lomax felt she was a shoe-in to win, but the ballots had Felicia’s name misprinted on them. Lucy was given the box as she was on the election committee, so she stole it after Mayor Lomax promised to throw her friend Duke in jail. In the present, both Duke and Lucy promise not to sell each other out if it comes to it.
