Lucy Coe arrived in Port Charles in 1986 as a librarian involved with Kevin O'Connor. She later had an affair with Bobbie Spencer's then-husband Jake Meyer, then married Tony Jones. After Tony, she married Alan Quartermaine wearing a red dress. While married to Alan, she had an affair with Scott Baldwin, but ended up leaving town with Greg Bennett.
When she returned to town, Scott had fallen in love with Dominique Taub who was dying from brain cancer. Lucy agreed to be the surrogate mother for their child and gave birth to Serena. She then met psychiatrist Kevin Collins and they found love. She was briefly married to Rex Stanton in order to keep an eye on Serena but stood by Kevin during his mental breakdown and afterwards the couple planned to marry until she indirectly caused Serena’s blindness.
In time, Lucy and Kevin found their way back to one another, even battling vampires together. Lucy left Port Charles for several years but returned when Felix DuBois and Sabrina Santiago asked her to underwrite the Nurses’ Ball. Her funds were frozen but Lucy learned her ELQ voting share was valuable in a battle for power between Tracy and A.J. Quartermaine. Right after Lucy was named Co-CEO of ELQ she stabbed John McBain, thinking he was a vampire. Lucy maintained that John was Caleb even after crimes were committed while John was in jail. Later, John and Lucy were able to saved Sam from Caleb and she put an end to her slaying days.

Felicia and Mac discuss Levi’s situation at The Floating Rib. She thinks Nathan called immigration but Mac doesn’t trust Levi and is sure Nathan would have erased the call the minute he made it - if he wasn’t just open about it. The two are interrupted by a weeping Lucy, who is grieving Rafe’s death. She wails she’s been too focused on Scott and neglected Rafe. Felicia suggests she call Serena but Lucy shares their last call was not good. Serena is mad at her for how she treated Scott and Kevin. Mac reminds Lucy she created this situation. Alone with Felicia, Lucy admits she misses Scott and wishes she hadn’t pushed him away. Felicia tells Lucy she should go to Scott and figure things out. Lucy perks up and takes off. Nathan runs into Mac on his way in and promises him he never accused him of calling immigration. Mac just wants Maxie to wise up. Felicia defends Levi to Nathan and Mac. Later, Maxie and Levi arrive and tell them all they are getting married.
Back at the Metro Court, Olivia unlocks Spencer’s door for Britt and Nik. Meanwhile, Lucy knocks on Scott’s door and a disheveled Bobbie answers.
Lucy ignores Scott’s call as Doc enters Kelly’s. She has arranged a special breakfast for him and wants to talk. He is embarrassed about how she played him for months. He accuses her of ruining his life and only asked her to meet him so he could tell her he wants a divorce. He asks Lucy if she’s in love with Scott. She doesn’t answer, and only tells Kevin she loves him very much. Kevin doesn’t want to be married to Lucy any more. He leaves and she breaks down in tears. Later, she runs out the door and right into Scott. He holds her while she breaks down about the divorce.
