Lucy Coe arrived in Port Charles in 1986 as a librarian involved with Kevin O'Connor. She later had an affair with Bobbie Spencer's then-husband Jake Meyer, then married Tony Jones. After Tony, she married Alan Quartermaine wearing a red dress. While married to Alan, she had an affair with Scott Baldwin, but ended up leaving town with Greg Bennett.
When she returned to town, Scott had fallen in love with Dominique Taub who was dying from brain cancer. Lucy agreed to be the surrogate mother for their child and gave birth to Serena. She then met psychiatrist Kevin Collins and they found love. She was briefly married to Rex Stanton in order to keep an eye on Serena but stood by Kevin during his mental breakdown and afterwards the couple planned to marry until she indirectly caused Serena’s blindness.
In time, Lucy and Kevin found their way back to one another, even battling vampires together. Lucy left Port Charles for several years but returned when Felix DuBois and Sabrina Santiago asked her to underwrite the Nurses’ Ball. Her funds were frozen but Lucy learned her ELQ voting share was valuable in a battle for power between Tracy and A.J. Quartermaine. Right after Lucy was named Co-CEO of ELQ she stabbed John McBain, thinking he was a vampire. Lucy maintained that John was Caleb even after crimes were committed while John was in jail. Later, John and Lucy were able to saved Sam from Caleb and she put an end to her slaying days.

At ELQ, Michael and Tracy demand to know why Lucy voted against them. Tracy thinks that Nikolas must have dirt on her, but Lucy says he doesn’t. Lucy tells them she voted the way she did because of Duke’s friendship with Sonny, and because of Michael stealing Sonny’s child from him. Lucy thinks Michael is acting like a petulant child and could benefit by learning from an experienced businessman like Nikolas.
Back at ELQ, Nikolas arrives to call a board meeting to remove Michael as CEO. Nikolas knows how they will all vote on this, leaving Lucy as the tiebreaker again. Michael and Tracy beg her not to do this, but Lucy ends up giving Nikolas her vote to make him CEO. Lucy says she feels Michael needs more worldly experience, and she warns Nikolas that if he doesn’t live up to Edward’s expectations then he will answer to her. Tracy tells Lucy that she’s sure Lila regrets any kindness she ever showed her, and she tells Nikolas that she is glad Emily isn’t alive to see what he’s become. Tracy and Michael leave, and Lucy tells Nikolas that Tracy didn’t deserve this right after Luke left her. Meanwhile Tracy blames herself for starting all this by trading her shares for Luke, and now she’s lost everything.
At the Quartermaine mansion, Lucy gives Dillon a big hug. She came because she got a message from Tracy that she needed her help. He tells her that his mother called her because the fate of ELQ is in her hands.
Dillon and Lucy go to ELQ for the board meeting. Dillon can’t believe what Nikolas is doing, and tells him that Emily would be ashamed of him. Michael begins the vote to strip Nikolas of his power. Everyone is shocked when the tiebreaker, Lucy, sides with Nikolas.
