I believe it is manipulation when you get your boyfriend/fiance all hot and bothered and then tell him you want marriage before you give it up.
It is also manipulation when you give it up because you want to steal someones power.
Hope manipulates in her own way.

I don't think it is manipulative on the part of the girl if that is truly wants to wait until she gets married. That really is sending the wrong message to any girl who does want to wait--labeling her as manipulative.
